This building is on Capitol Hill, directly across from the Hart Senate Office Building. As I was not permitted to use a tripod, I stood on the base of a street lamp across the street, holding an SLR in one hand, and keeping my balance with the other. I needed precise positioning to facilitate the removal of the street lamp that was atop the center traffic light pole and cutting across the building. I was stopped once by Capitol Police, but I was allowed to finish when they surmised that I only "looked" crazy.
